A New Parish Councillor For Hambledon

Hambledon Parish Council has welcomed a new co-opted member to its ranks.

Alison Scott-Bishop is joining to replace Mike Parry, who has stood down after almost nine years.

The next local council elections are not due to be held until 2023. No requests were received for a by-election, enabling the parish council to co-opt a replacement. The process was duly advertised and two villagers registered their interest.

Ali Scott-Bishop and Jane Moore were considered at the parish council meeting held on December 1st on the basis of written submissions. Councillors said that it was a difficult choice as both had a proven track record of public service to the local community and were clearly suitable.

Ali, pictured below, was chosen on the basis of immediate availability and Jane was asked if she would consider putting her name forward again if a further vacancy should arise.

At the same meeting, Mike Parry was thanked for the dedication and sound judgement he has brought to the council since joining in 2012.

A New Way to Support Local High Street Retailers

Waverley Borough Council has entered into an online partnership which enables residents to order goods and services from a range of independent retailers in Godalming, Haslemere, Farnham and Cranleigh.

“Click it Local” is a virtual high street, with participating businesses showcasing their products which shoppers can order from the comfort and security of their own home.

This supports local retailers at a difficult time while giving shoppers who may be shielding or are reluctant to travel access to goods and services. Only a single online payment is required and deliveries will be made on the same day where possible.

The service started on December 1st and it is expected that many more retailers will sign up to the scheme.

Hambledon Moves Into Tier 2 Covid Restrictions – What It Means Around the Village

Hambledon moves back into a tiered system of restrictions from today (Wed Dec 2nd) as the latest Covid-19 lock-down ends and the village shop, church and pub adapt to new guidance.

Waverley Borough, in common with most others in the region, will be in Tier 2 until at least December 16th, when a review is expected.  This has tougher measures than the Tier 1 that it was in before the last lock-down, but does allow for some relaxation.

From today the village shop and post office has increased its trading hours, and is open seven days a week, from 8.30am until 2pm. Online shopping continues Monday to Friday for local home delivery. Personal shopping remains as before, with customers not allowed inside the shop but with staff taking orders from outside. Payment is by card only.

Parish Council Vacancy – Deadline Tomorrow

The deadline for applications for the casual vacancy on Hambledon Parish Council is 6pm tomorrow (Friday November 13th).

The procedure for filling the vacancy – which has arisen following the decision by Mike Parry to retire after almost ten years as a parish councillor – was posted on this website two weeks ago. This allowed for a period of ten working days for anyone to express their interest and then provide a 300-word submission.

Only those who have completed this process by 6pm tomorrow will be considered by the parish council at its next meeting in December.

Waverley Grants to Local Businesses Hit by Lock-Down

The following may be of interest small businesses in and around Hambledon. More details are available on the Waverley Borough Council website, and on its social media feeds.

Businesses that provide services in person to customers can now apply for the Local Restrictions Support Grant.

Businesses will be eligible if they provide services in person to customers from their premises, are required to close due to the government’s national lockdown from 5th November until 2nd December and  have a Business Rates account.

Waverley Borough Council staff have once again been redeployed to focus resources on making the software and operational changes required to process the grant claims from local businesses.

Under the scheme, businesses can receive between £1,334 and £3,000 for the 28 days. Further information and an application form is available at www.waverley.gov.uk/lrsgrant.

Lock-Down 2 – What is Happening in Hambledon

As Hambledon enters a second lock-down, here is a round-up of how the village and its various organisations will keep services going within the restrictions enforced across England from today  (November 5th, 2020).

There are a number of key differences – nationally and locally – from the first lock-down, which began in March and lasted for much of the summer months. It is planned that this lock-down will last for one month only, ending on December 2nd, and more businesses and activities can continue.

Hambledon Parish Council Seeks to Co-Opt New Member

Applications are invited to fill a vacancy that has occurred on Hambledon Parish Council.

Mike Parry, a parish councillor since 2011, announced his retirement last month and the resulting vacancy was formally notified to the Electoral Services Department at Waverley Borough Council. It then published a notice of the vacancy and of a 14 working day period during which 10 or more parish electors could request that it be filled by holding an election.

No request was received when the deadline expired at the end of last week. As a consequence, the parish council can now co-opt a suitable candidate to fill what is called a “casual vacancy”.

Tuesley Farm Consults on Increased Polytunnels Proposal

The Hall Hunter Partnership, owners of the Tuseley Farm soft fruit business, is inviting Hambledon residents to view its latest proposals to extend polytunnel covering.

The business, which grows strawberries, blueberries and raspberries on the farm that occupies land between Tuesley Lane and Hambledon Road, and is partly within the Hambledon boundary, has already previewed its plans to local parish councils and is in pre-application discussions with planners at Waverley Borough Council.

Parish Council – A Vacancy

A vacancy has occurred on Hambledon Parish Council and a formal process has now begun to find a new council member.

This follows the decision by Mike Parry to stand down after more than eight years on the council.

In the first instance, the parish council has informed the local election authority, Waverley Borough Council, which has issued a notice that allows for a 14-day period for ten or more local electors to request an election.

If no such request is made, the parish council can then begin a process of looking to co-opt a new member to fill the casual vacancy. Applications will be invited.

Warning After Rise in Local Covid-19 Cases

Waverley Borough Council has issued a warning to all local communities to be “extra vigilant” following a marked increase in Coronavirus cases in the area.

The new advice is regarded as an amber warning to ensure people follow all the latest safeguarding advice, and is not intended to suggest any need for alarm – just to be aware of the increase and the need for exercising due caution.

Surrey Hills AONB – Please stay away

The Surrey Hills Partnership is asking people NOT to visit the many public facilities and car parks at recognised beauty spots within the Area of Outstanding Natural Beauty, and instead to access countryside close to where we live.

Well-known visitor attractions such as Frensham Ponds, Box Hill and Newlands Corner have seen a massive increase in visitors in the recent hot weather following a relaxing of lockdown restrictions.

This has resulted in a concern that social distancing is not being properly observed and there have been additional issues such as congestion, illegal parking, litter and fire risk.

FIRE RISK ON HAMBLEDON COMMON

Young people are urged not to light fires or have barbecues on Hambledon and Buss’s Common, both of which are tinder dry.

Hambledon Parish Council has been alerted to gatherings of youngsters sharing barbecues. There is evidence of people sleeping out and camping on the commons and the Fire Brigade has expressed concern.

As a parent, please ensure your young family members are not lighting fires of any kind when they are out-and-about meeting friends. Even a barbecue in the sand pit is not safe, as sparks could set heather ablaze.

A fire would not only be extremely destructive to wildlife and habitats, it would endanger surrounding houses.

Notices have been put up warning of the risk. If you see anyone having a barbecue please ask them to stop. During current Covid-19 restrictions, it is especially important not to expose our emergency services to avoidable risk.

Sunday Reflection

John Anderson, chairman of Hambledon Parish Council, contributes this week’s Sunday Reflection.

Under normal circumstances, at this time of year, the Parish Council would be welcoming Hambledonians to the Annual Parish Assembly and listening to updates from all the Village organisations.  However, this is not a normal year.  This year is very different, and yet, somehow it is the same, in the sense that our Village organisations are, as ever, delivering exemplary services to the Parish.

The Hambledon Community Fund, which operates under the umbrella of the Community Foundation for Surrey, will consider applications for help from within the village. Please see the following statement: 

“HCF is an endowment fund which villagers have generously donated to over the last decade and it generates funds which are used to support our community making the village a better place to live in. To date over £30,000 has been generated and given to village organisations including the shop, village hall, church, football club, cricket club, heritage society and festival association. The Covid 19 pandemic will have a big impact on many villagers and HCF is ready to help village organisations get through the coming months and also financially support the wonderful initiatives started to help those in need. HCF will now consider requests for core costs support for village organisations as well as supporting their specific projects. Grants are not huge but they can make a big difference in tricky times supporting the existing village organisations and wonderful new initiatives helping through the Covid 19 outbreak.  If you would like to discuss a possible grant or send a donation to HCF please do get in touch [email protected]”

Updated Information From Hambledon Parish Council

  • All copies of the April Parish Magazine should have reached subscribers by now, but as several of the delivery volunteers were new to the job, it is possible some were missed. If you did not receive your copy please contact Stewart Payne on 07831 393561.
  • Some people do not subscribe, but buy the magazine at the village shop. As this is currently not possible, copies are available for purchase in the porch at St Peter’s Church beside a collection box. The cost per copy is 70 pence.
  • Government advice on taking exercise is to do so once a day, and in your own locality. For local families, it is understandable that you may wish to venture into the countryside around Hambledon where many fields and paddocks contain livestock. No matter how tempting it is, PLEASE DO NOT feed or make contact with animals and do not touch or sit on fences and gates belonging to private properties. Thank you.
  • The website team is keen to broaden the scope of what is on offer on the news pages. Updates, such as this, are important. But it would be good to have some variety to take our minds off our current “locked down” state. If you would like to contribute an article for publication this would be very welcome, and much appreciated by villagers. It could reflect how you are dealing with “lock down” or self-isolation, anecdotes about family life in the current circumstances, humorous or insightful observations…anything that takes your fancy.   • The Community Foundation For Surrey, which has been of considerable help to local initiatives in Hambledon over the years, has established a Coronavirus Response Fund, for which £300,000 was raised in its first week thanks largely to existing donors. As soon as the Foundation announced the fund was open to applications it was flooded with requests from community groups. It is now in need of additional voluntary donations to continue to give support in the current emergency. If you can help please do, and urge others to do so.
